Early French Linen Ticking Sack?

An early piece of red and tan linen ticking that has been hand-sewn into a sack? I'm not exactly sure what this would have been used for - but it is charming - and I imagine it might have held wool or something very light? 

Fourteen cotton ties (2 need to be repaired) at top of sack.
